For a game that shipped in 2013, these numbers look almost fossilized, and that's a deliberate consequence of how Source 2 allocates its budget: Dota is running hundreds of position and ability calculations per second across ten heroes simultaneously, and it keeps the rendering side modest on purpose so low latency and a stable frame rate stay reachable even on cheap hardware β because a team fight is usually decided by reaction time, not resolution.
Two CPU cores are enough because the game was built around 5v5 matches on mainstream 2013-era hardware, and its ability and networking calculations don't scale linearly with additional cores β a modern quad-core setup is headroom, not a requirement to actually launch the game.
